The university was founded in 2015 by an Act of the Odisha State Legislature. As the only state-level university in Odisha that provides education through distance education, Odisha State Open University, or OSOU, stands out for providing quality education through distance learning. The University of Odisha has authority over the whole state of Odisha. OSOU's headquarters are in Sambalpur, and in order to fulfil its purpose, it has built 54 regional centers and study centers throughout Odisha, utilizing the existing infrastructure of government/government-aided universities and institutes.
Under OSOU, there are now eight separate schools in operation. These institutions provide degree, diploma, and certificate programs in a variety of fields, including Computer Science, Teacher Education, Engineering Science, Business & Management Studies, Agriculture, and Paramedical, among others. The schools affiliated with OSOU includes School of Science and Technology, School of Business and Management Studies, School of Teachers Training, School of Social Science and Humanities, School of Health Care Sciences, School of Education and School of Computer and Information Sciences. Odisha State Open University (OSOU) is acknowledged by BCI (Bar Council of India), MCI (Medical Council of India), NCTE (National Council for Teacher Education), DEB (Distance Education Bureau), and UGC (the University Grants Commission).

The OSOU application procedure is completed online via the University's official website. To apply for any of the programmes, eligible applicants must complete an application form. Graduation is required to apply for Postgraduate courses like M.Com., M.A., PG Diploma and M.Sc. programmes. 10+2 is required for diploma and certificate programmes. All selections are made depending on the score in the last qualifying exam and merit.
